You are here: Home1 / GLOCS3 Project

The GLObally Competitive Space Systems Support Project is the Coordinated and Support Action (CSA) which aims to provide the appropriate support and coordination for the European space systems supply chain stakeholders consultations and all other relevant activities supporting the initial setup and proper execution of the GCSS Partnership. On this page you find further information on the GLOCS3 Project.

Context

The European Union’s space strategy emphasizes enhancing the competitiveness and technological capacity of its space industry through strategic investments, innovation, and collaboration. Key reports and communications underline the importance of these efforts in fostering sovereignty and advancing strategic capabilities. Some of the key excerpts are:

The space strategy for Europe

“To strengthen the competitiveness of the Union space industry and increase capacity in designing, building and operating its own systems, the Union should support the creation, growth, and development of the entire space industry.”  (7)

Mario Draghi’s report on the future of European competitiveness

“There is a pressing need to increase public investment supporting R&I in the field of space. Increased investment would not only enhance the competitiveness of the EU’s space sector at large, but also foster the development of future strategic capacities” (p.178)

Joint Communication “European Union Space Strategy for Security and Defence”

“Strengthening the technological sovereignty of the EU space sector” (Chapter 2.2)

The GLOCS3 project objectives

The GLOCS3 project aims to address current challenges in commercial space solutions, fostering synergies, accelerating development timelines, and promoting inclusive collaboration across the European space community to support scalable and market-ready innovations.

The objectives of GLOCS3 are:

  • Address up to date challenges for commercial space solutions
  • Achieve synergetic developments across the areas covered by the partnership scope
  • Promote high yield, limited risk, shorter timeline developments
  • Target rapid deployment towards high TRL and demonstration activities
  • Promote the involvement of all partners, large and small, institutes and corporate entities, demonstrated the space community capacity to work together at European scale
  • Enable a scalable building blocks approach, towards a ready-to-bid status (possibly through demonstration missions) for commercial markets in the medium term

GLOCS3 Work logic

The GLOCS3 project is structured into targeted work packages designed to support strategic planning, monitor progress, and ensure effective management of the Partnership’s initiatives and operations.

The project tasks are:

WP1 – Contribution to the R&I Space Strategy and Work programme

This task aims at supporting the Commission in the elaboration of the annual Work Programmes for the implementation of the budget committed to the Partnership in the scope defined for its implementation.

WP2 – Updates of the SRIA

This task aims at providing an up-to-date guide to future actions in public and private funding programmes to ensure that research is adequately supported and funded.

WP3 – Partnership Projects monitoring

This task aims at tracking the status of all projects initiated in the context of the Partnership (i.e. funded via calls implemented in the Work Programme following Partnership recommendations).

WP4 – Partnership administration and reporting

This task aims at supporting SPACE AISBL with its reporting obligations viz the institutional stakeholders. Focus on the identification and coherent aggregation of additional activities and related financial leverage.

WP5 – SPACE AISBL Setup and Operations

This task aims at ensuring the proper management of the private sector stakeholder association (SPACE AISBL) activities in conjunction with the Partnership.

WP6 – Project Management and Coordination

This task will be performed throughout the project to ensure that the project is appropriately managed throughout all its operations, and that resources are available to undertake the project objectives and deliver the expected outputs.

Project calendar

The project calendar outlines key milestones, deliverables, and timelines to guide the GLOCS3 project’s execution and ensure alignment with its objectives.
